LYNCHBURG CREEK-PHASE II: The Lynchburg basin is located in the central and eastern portion of the city, and contains most of the drainage problems in the city. The area is about 2.2 square miles and has mixed development with quite a bit of undeveloped land. The westernmost reach is located in the Amity Village. Jones & Carter engineering team has been hired to study the watershed and develop solutions to ongoing flooding problems. The Lynchburg basin contains most of the drainage problems in the city. Flooding in this basin has gotten progressively worse over the years.

The project is anticipated to cost approximately $3,800,000. If awarded the grant, FEMA will cover 75% of the cost.

Status Updates

November 2024

Acreage needed in the land acquisition has been finalized. Final design has begun. Projected start date has been delayed to early 2025.  

August 2024

Land acquisition has been delayed. Plans are currently in design. Projected start date has been delayed. 

June 2024

Land acquisition should be completed this month. Projected start date remains late summer 2024. Plans are being redesigned. 

April 2024

Land acquisition is underway. Projected to begin work late summer 2024. 

September 2023

Plans are still being updated, and land still needs to be acquired for the project.  The City made some minor changes to the design to reduce the overall cost of the project, while improving the impacted park area.

May 2023

Final Plan designs continue to 90%. Initial offer and further negotiation for land acquisition has begun. 

December 2022

Plans are at 60%.  The City of Corinth has reached out to initiate the first steps of the acquisition process for the property needed to build the detention ponds.

September 2022

A survey team has been working on finalizing the existing property boundary line work. We anticipate receiving 30% plan sheets at the beginning of October.

July 2022

Have had multiple meetings with the engineer and some project stakeholders. The project is still under design. 

April 2022

Project is currently under design by the Design Engineering Firm. Kickoff meeting was held at City Hall on March 8th, 2022.

January 2022

Currently awaiting award of Design Engineering Firm.  Anticipated award decision February 2022.

August 2021

The environmental studies have been completed and are currently being reviewed by FEMA. Once approved by FEMA, the project should be ready to move into the design phase and land/easement acquisition phase. It is anticipated to have design complete around January 2022.

February 2021

Right of entry has been obtained. The Environmental consultant is preparing their documentation for the state and will begin field work once the state approves the survey scope.

Once complete FEMA can issue approval of the grant, the City can finalize the plans, obtain easements & ROW, bid and go to construction.

City Staff has been trying to obtain right of entry to several properties in order to perform the Environmental Phase of the grant application. When right of entry is obtained the environmental process can continue. Once complete FEMA can issue approval of the grant, the City can finalize the plans, obtain easements & ROW, bid and go to construction. 

August 2020

FEMA Region 6 has submitted a Request for Information (RFI) through the Texas Water Development Board (TWDB) for some of the items in the grant application.  The largest of which is performing an Environmental Assessment and Archeological Study.  Staff will work with the Engineering Consultant Jones|Carter to have this work performed in the next few weeks.

When talking with the TWDB we are confident that as long as the project passes the Environmental phase then we should be granted the funding. 

June 2020

Project has been selected by FEMA as "Identified for Further Review". FEMA project number FMA-PJ-06-TX-2019-005 (City of Corinth). FEMA Region 6 received notice on 5/29/2020 from FEMA-HQ that this sub-application was selected to move forward in the review process (this is not a guarantee that this project will be funded)/ Over the next several weeks, FEMA will work with the Texas Water Development Board to obtain any additional information needed for this project.

February 2020

Staff resubmitted revised grant application on 1/31/2020 for approval by FEMA.  Thorough revisions to the cost benefit analysis were performed and staff believes the application is promising. 

May 2019

Staff updated Council on 1/10/19 on the status of the project and the grant application. The open house was held on January 31, 2019 with a large turnout of almost 60 residents. The grant application was submitted to FEMA on 1/31/19. No further information from FEMA.
